docs(INSTALL): update Fedora instructions

- Change "RPMFusion" to "RPM Fusion"
- Remove sqlcipher note, as all current Fedora 29+ include it
- Add note about RPM Fusion being required to install ffmpeg
- Update `dnf` commands and package names for Fedora 30
