Hufman/earthly builds (#1962)

* WIP rework release builds with Earthly

* Build linux dist files with GCC cross-compiling

* Use single Earthfile build/package targets

Uses the --platform argument to pick a non-default platform output
but the target name is the same

* Build and push Docker images with Earthfile
