If no segments have been generated yet, the playlist is not returned until a segment is inserted or the muxer is closed. In this way, EXT-X-TARGETDURATION and EXTINF are always filled correctly.

If no segments have been generated yet, the playlist is not returned
until a segment is inserted or the muxer is closed. This causes timeout

the video.
